The U.S. Agency for International Development/ Basic Human Services
(BHS) Office is seeking an individual for the position of Avian and
Pandemic Influenza Specialist, located at Jl. Medan Merdeka Selatan 3-
5,Jakarta, Indonesia.

BASIC FUNCTION OF POSITION:
The Project Specialist will provide policy and technical advice to the
Mission for avian and pandemic influenza (API) and cross-species
infectious diseases. The incumbent will provide across-the-board
expert advice on the design execution, management, structure and
documentation of decentralized management of API and trans-boundary
infectious diseases.
The incumbent is responsible for directing the performance of API
activities under SO19 "Higher Quality Basic Human Services,"
including overseeing a cooperative agreement for operational research
to evaluate the epidemiological impact of API control measures and
technical assistance agreements to deliver a package of API control
measures in poultry. The incumbent will serve as the Cognizant
Technical Officer (CTO) for API programs and provide other program
management support as needed.
The incumbent will provide technical and management oversight for
these activities and will liaise with other USG and other donor
supported programs in Indonesia. The incumbent will support
integration of key partner activities to provide a package of API
control measures to target populations in the animal sector to
achieve public health impact. The incumbent may be delegated the
maximum range of program, personnel, and administrative
management responsibilities allowable under Agency policy.

QUALIFICATIONS REQUIRED:
NOTE: All applicants must address each selection criterion detailed
below with specific and comprehensive information supporting each
item.
1) Graduated from Masters Degree from an accredited University in a
field related to animal health, epidemiology, public health, community
development, or other relevant discipline is required
2) Must have more than seven years of progressively responsible,
professional experience in project design, management and
implementation in the fields of animal health, epidemiology, public
health, community development, or other relevant discipline. The
Program Specialist should also have five years of experience working
in the development context. Work history reflecting hands-on
experience in local institutions, community development, and/or
poultry production would be helpful.
3) Level IV (Fluent) Speaking/reading/ written in English and
Indonesian
4) The incumbent must possess knowledge of Government Of Indonesia
(GOI) policies and policy reform in one or more of the areas above,
local institutional development involving public-private patnerships,
and of related laws, regulations and procedures.
5) The incumbent must be willing and able to travel extensively

1. DRILLING SUPERVISORS (Rotational 29/27)

B.Sc. in Petroleum Engineering or related disciplines. Minimum 10 years in Drilling Operations and 5 years minimum experience in a Supervisory capacity. Supervises and co-ordinates drilling, completion and workover operations through consultation with Senior Drilling Operations Engineer and Head of Drilling Operations. Responsible for operational implementation of the programme after collaborating with the drilling operations engineer to develop and plan safe cost effective operations that accomplish the well objectives within the allocated budget and ensuring that the drilling equipment is adequately maintained for minimizing operational downtime. Responsible for training of assigned personnel with particular emphasis on Qatar development.

2. DRILLING OPERATION ENGINEERS (Onshore office based)

B.Sc. Petroleum Engineering or related engineering discipline, plus relevant drilling industry courses. Higher education degrees (MS/PhD) are preferable. 12 years in Drilling and Completion engineering work, including 2-3 years wellsite experience and 5-6 years in operations engineering. Reports to Head of Drilling Engineering and carries out detailed mechanical design of offshore and onshore wells, evaluates and recommends available markets for drilling, testing, completion, workover and rig equipments, techniques and technology. Carries outfield development studies with respect to optimum drilling techniques and concepts, recommends new computer applications and technology for Drilling optimization. Optimizes the use of Drilling Information System. Co-ordinates final well reporting and operations/cost analysis.
