Description:
The Republic of Indonesia has applied for financing from the Multi-Donor Fund for Aceh and Nias (MDF) toward the cost of the Aceh Economic Development Financing Facility (EDFF), and intends to apply part of the proceeds for consultant services.
The services include technical assistance in the management of this project to the Provincial Development and Planning Board in Aceh (BAPPEDA), the main implementing agency for this project, as well as to the Ministry for Development of Disadvantaged Areas (KPDT) in Jakarta.
The objective of the EDFF project is to assist the Government of Indonesia and the provincial authorities in Aceh to "Build Back Better" the province of Aceh after the tsunami through facilitating better business environment and the creation of private sector job opportunities for fostering sustainable long-term economic development.
SMEC is tracking the Aceh Economic Development Financing Facility Project.
Overall Responsibilities include:
Administer the financial management of the fund to implement the Program efficiently and effectively;
Implement capacity building training programs to provincial level staff;Ensure that the operation of the PMU with regards to financial management, procurement, reporting and communications are at acceptable level and in accordance with World Bank guidelines;
Maintain and update, as necessary, the automated accounting system. Ensure that the accounting complies with and conforms to internationally accepted and nationally provided accounting standards;
Protect the financial management activity from fraud, waste and abuse;
Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a fund manager.
