Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Under the guidance of the Deputy Resident Representative and direct supervision of ARR(O), the Quality Assurance Analyst is responsible for ensuring that all projects are properly executed according to the established rules and regulations through provision of advisory and oversight services to programme and project teams. In the discharge of this task, she/he should collaborate with relevant programme teams. Additionally, s/he will be the focal point for County Office internal and external audits on all UNDP assisted projects within the framework of HACT implementation. In this respect, s/he is responsible for managing the conduct of the project audit work, performed by the government auditors (either by BPKP or BPK), as well as by other independent private audit firms, for accuracy, completeness, and relevance. S/he is also responsible for following up various audit recommendations with all the concerned parties, including the relevant programme units within UNDP Country Office (CO) and the project management teams. In performing this function and to achieve satisfactory audit results, s/he is expected to oversee the HACT Assurance Activities, notably the spot checks on project implementation and to provide advice to the UNDP senior management, and identify areas that would need to be improved using a risk base approach. The Quality Assurance Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society contributing to successful CO programme implementation.
